Provisions of the Urban Growth Management Functional Plan require local jurisdictions to make changes in their comprehensive plans. This report, prepared by Growth Management staff, contains an analysis of Oregon City’s comprehensive plan and implementing ordinances.

ORDINANCE NO. 98-732, FOR THE PURPOSE OF REVISING QUASI-JUDICIAL URBAN GROWTH BOUNDARY AMENDMENT PROCEDURES IN METRO CODE 3.01.033, 3.01.035, 3.01.055, 3.01.065 AND DECLARING AN EMERGENCY

The Metro Code specifies the procedures for quasi-judicial amendments to the Urban Growth Boundary (UGB). Petitions from local governments and private citizens initiate consideration for such amendments. A hearings officer reviews completed petitions and makes recommendations to the Council for final action. This ordinance clarifies the procedural aspects of the Code with regard to quasi-judicial amendments to the UGB.

RESOLUTION NO. 98-2627, FOR THE PURPOSE OF APPROVING THE SELECTION OF HEARINGS OFFICERS FOR CONTESTED CASE HEARINGS

(Action Requested: Motion to recommend Council adoption)

 

This resolution would complete the process initiated by Resolution No. 97-2569 whereby the Council authorized the release of a Request for Proposals to identify qualified Hearings Officers. This resolution officially designates eight Hearings Officers to conduct contested case hearings on land use and/or non-land use decisions required by the Metro Code.

RESOLUTION NO. 98-2630, FOR THE PURPOSE OF AMENDING MEMBERSHIP CATEGORIES FOR THE AFFORDABLE HOUSING TECHNICAL ADVISORY COMMITTEE

In December 1997 the Council created an Affordable Housing Technical Advisory Committee to assist in drafting an Affordable Housing Functional Plan. The ordinance specified that the committee includes, among the other representatives, representatives from a regional housing authority, three affordable housing providers and a major employer. The final recommendations for the affordable housing provider positions included two local housing authorities, rendering the regional housing authority position redundant. This resolution deletes the requirement of a regional housing authority and adds another major employer representative.

The stream and floodplain protection plan is part of the Urban Growth Management Functional Plan passed in 1997. The Water Resources Policy Advisory Committee (WRPAC) and the Metro Policy Advisory Committee (MPAC) have completed their review of amendments to this section which establishes performance measures and requirements for local government implementation. The draft under discussion at this meeting was produced by MPAC following review of the WRPAC and Metro Technical Advisory Committee (MTAC) amendments.
