MINUTES OF THE METRO COUNCIL BUDGET & FINANCE COMMITTEE

Members Present:  Susan McLain (Chair), Carl Hosticka (Vice Chair), Bill Atherton, David Bragdon, Rex Burkholder, Rod Monroe

 

Members Absent:  Rod Park

 

 

Chair McLain called the meeting to order at 2:08 PM.

 

 

1.  Consideration of the Minutes of May 16, 2001 Budget and Finance Committee Meeting.

 

Motion:

Councilor Bragdon moved to accept the minutes of May 16 without revision.

 

Vote:

Councilors Atherton, Bragdon, Burkholder, Hosticka and McLain voted aye. The vote was 4 aye/0 nay/0 abstain with Councilors Atherton, Hosticka and Park absent.

 

 

2.  Ordinance No. 01-908 An Ordinance Amending the FY 2000-01 Budget and Appropriations Schedule by Transferring Appropriations from Operating Expenses to Capital Outlay in the Administrative Services Department within the Support Services Fund; and Declaring an Emergency.

 

Jennifer Sims, ASD (Administrative Services Department) Director/CFO, spoke to the ordinance. The replacement check printing/folding machine was needed to print Metro payroll checks. Councilor Burkholder asked if ways to reduce costs had been reviewed in general, and specifically, in the case of payroll checks, was it possible to eliminate checks through direct deposit. Ms. Sims said that direct deposit was encouraged, but some people, due to various circumstances, still required a check. Even with direct deposit a receipt was supplied to each employee detailing hours, wages, withholding, etc.

 

Motion:

Councilor Atherton moved to send Ordinance No. 01-908 to Council with a do pass recommendation; Councilor Monroe seconded the motion.

 

Vote:

Councilors Atherton, Bragdon, Burkholder, McLain and Monroe voted aye. The vote was 5 aye/0 nay/0 abstain with Councilors Hosticka and Park absent.

 

 

3.  Ordinance No. 01-910 an Ordinance Amending the FY 2000-01 Budget and Appropriations Schedule by Transferring Appropriations from Contingency to Interfund Transfers in the MERC Pooled Capital Fund; and Declaring an Emergency.

 

Motion:

Councilor Monroe moved to send Ordinance No. 01-910 to Council with a do pass recommendation; Councilor Bragdon seconded the motion.

 

Vote:

Councilors Atherton, Bragdon, Burkholder, McLain and Monroe voted aye. The vote was 5 aye/0 nay/0 abstain with Councilors Hosticka and Park absent.

 

Tony Mounts, ASD Financial Planning Manger, spoke to the ordinance.

 

4.  Ordinance No. 01-911 An Ordinance Amending the FY 2000-01 Budget and Appropriations Schedule by Transferring Appropriations from Operating Expenses to Capital Outlay and from Debt Services to Interfund Transfers in the Convention Center Project Capital Fund; and Declaring an Emergency.

 

Motion:

Councilor Atherton moved to send Ordinance No. 01-911 to Council with a do pass recommendation; Councilor Bragdon seconded the motion.

 

Vote:

Councilors Atherton, Bragdon, Burkholder, Hosticka, McLain, Monroe and voted aye. The vote was 6 aye/0 nay/0 abstain with Councilor Park absent.

 

Mr. Mounts spoke to the ordinance.

 

 

5.  Follow-up on Questions from Last Meeting

 

Chair McLain asked the committee for input on the questionnaire ASD designed as a review of the budget process this year. A copy is included in the public record of the meeting. Mr. Mounts noted that the responses would be reviewed at the July 11 Budget committee meeting. Councilor Bragdon commented that he felt the process was evolving and that the involvement of councilors and staff was far superior this year over the past. He felt the trend was positive.

 

Mr. Mounts presented his response to 3rd Quarter Financial Review Questions to the committee. A copy is included in the public record of the meeting.

 

6.  Councilor Communications
