COMMUNITY PLANNING, NATURAL RESOURCES AND TRANSPORTATION

MEETING NOTES

February 19, 2002

 

Present:    Carl Hosticka, Susan McLain, Rod Park, Rex Burkholder

 

The meeting was called to order at 1:09 p.m. in the Council Conference Room.

 

Michael Morrissey, Council Analyst, produced the timeline requested at the January 15, 2002 meeting, showing key dates for periodic review and fish and wildlife habitat protection.

 

Chair Hosticka lead the discussion regarding Council action should Measure 26-11 pass. The choices were to project/anticipate potential changes caused by the passage of the measure, or to continue with the planned work, as scheduled, until the outcome of the measure was known for certain. With the possibility of legal challenges to the measure, it was generally concluded that the unknown was too far reaching, and the status quo should be upheld.

 

There was considerable dialogue primarily surrounding the items of "Forecast" and "UGR." Councilor McLain strongly supported a valid forecast based on correct assumptions which were certain to be subject to severe scrutiny. Chair Hosticka stressed the importance of the Council obtaining the forecast information at a Council/Executive Officer Informal in March. Mike Hoglund, Transportation Department, suggested the forecast be shared with the Councilors in briefings prior to the informal, and be discussed “officially” at the March 12, 2002 informal. Pete Sandrock, Executive Office, said the forecast was needed at the Spring growth conference, which would allow sufficient time for revision. The conference would provide the opportunity for peer review. Councilor Rod Park suggested that the UGR be addressed in May after the elections.

 

Further, there was discussion regarding the ESEE process of weighing economic and environmental conflicts of development. Scoring, ratios and sequencing were methodology issues identified for potential implementation.

 

It was noted that the Council was invited to tour the westside by the Westside Economic Alliance and to possibly hold a future Council meeting in the Hillsboro area.

 

Chair Hosticka asked the Committee to submit to him any suggested future agenda items. Notice of the next meeting will be provided.

 

The meeting was adjourned at 2:00 p.m.
