COMMUNITY PLANNING, NATURAL RESOURCES AND TRANSPORTATION
MEETING NOTES
Tuesday, April 2, 2002
Room 370B
Councilors Present: Carl Hosticka, Rex Burkholder, Susan McLain, Rod Park
Councilors Absent:
The meeting was called to order at 1:10 p.m.
Chair Hosticka explained that the purpose of this meeting was to examine the work potentials yet to be completed based upon the Community Planning Committee and Natural Resource Committee work plans submitted and approved earlier this year. The group discussed the following possibilities with regard to the relationship of the Urban Growth Boundary (UGB), Fish and Wildlife protection /(Goal 5) (F&W), and Sub-Regional Needs Analysis (SR):
Plan | Project | Date |
1. | Do ESEE Analysis, SR Analysis then UGB | By December 1, 2002 |
2. | Do ESEE Analysis, then UGB (F&W protection of new territory) | By December 1, 2002 |
2a. | Do ESEE Analysis (no program), then UGB
Then SR | By December 1, 2002 Between 2003-2007 |
3. | Do ESEE Analysis, then UGB (without F&W) and UGB (with F& W) | |
4. | Do UGB
Then SR and F&W | December 1, 2002
Later |
5. | Do F&W, SR, Complete ESEE and UGB (requires DLCD extension) | December 2003 |
Many variations of the above were discussed. Councilor McLain stated her concern that the quality of the work performed under such tight timelines, not be compromised. In general, it was discussed that extending the time lines for a better work product was more acceptable than having a reduction in the quality of the ultimate work performed. It was stressed that informing the citizens of any possible time extension was significant since so much citizen support had already been invested, and to safeguard citizen faith in Metro’s commitment.
The Committee narrowed the choices down to Plan 2 (possibly 2a) and Plan 5. The important message to be received by the region is that Metro is pushing as hard as it can to get everything done.
The meeting was adjourned at 2:00 p.m.
Respectfully submitted,
Patricia Mannhalter
Council Assistant
