MEETING NOTES

Tuesday, June 18, 2002

Councilors Present:    Carl Hosticka, Rex Burkholder, Rod Park

 

Councilors Absent:    Susan McLain (excused)

 

The meeting was called to order at 1:05 p.m.

 

Chair Hosticka suggested items for discussion at this meeting.

1.  ESEE Analysis: The fund raising for the peer review aspect of the ESEE analysis being conducted by Jeff Stone has raised to date $20,500 (of the $51,700 goal) from contributors including AGC, Homebuilders Association, the Port of Portland, CREEC, and the Association for Portland Progress. Mr. Stone will schedule contact with 1000 Friends of Oregon, the Audubon Society and the Tualatin Riverkeepers for donations. Chair Hosticka suggested a June 27, 2002 cutoff date in order to make appropriate plans for the next step in the process. Councilor Park suggested requesting a grant from REM, and a further suggestion was to seek assistance from the Land Conservation and Development Commission.

 

There was discussion about the City of Portland’s Healthy Streams Program. It seems as though the City is backing away from its pursuit of its Healthy Streams Program. They are currently out of compliance with Metro’s Title 3 regulation, although they have requested three extensions. The Committee decided upon a wait and see approach to the City’s actions.

 

2.  MTIP: There was a brief general discussion about MTIP. On June 20, 2002, the MTIP Policy Report is to be released. Adoption of the MTIP policy will occur by the end of July, 2002. December 2, 2002 is the application deadline.

 

3.  Periodic Review: After a brief discussion of what the numbers meant and how they influenced the decision, it was mentioned that Mr. Burton was working on a proposal for a 50-year vision encompassing urbanization and protection of land.

 

Chair Hosticka, supported by Councilors Burkholder and Park, stated a tentative procedure be put into place which disallowed property owners from any special presentations or hearings before the Metro Council regarding their own properties.
