Call to Order & Approval of Agenda

Chair Ganoe opened the meeting at 7:05 p.m.
Introductions
Chair Ganoe asked everyone to introduce themselves for the good of the group.
Mr. Pennington volunteered to be timekeeper.
Approval of Agenda
Chair Ganoe moved the “Let’s Talk” Conference Update to occur after approval of the January 16, 2002, minutes. The agenda was approved.
Approval of January 16, 2002, Minutes
Due to a late mailing, it was agreed to postpone the approval of the January 16, 2002, minutes until the next Regular Committee meeting.
“Let’s Talk” Conference Update
Ms. Withrow distributed a flyer regarding conference workshops, a copy of which is included as part of this record. She said brochures were not being mailed out but were being distributed through other channels. She said text from the brochures would be reproduced in councilor newsletters and that information was being distributed to media sponsors.
Mr. Russell asked what role MCCI members should play in the workshops. Ms. Withrow explained how the workshops would relate to the Friday conference. She asked for MCCI’s help in involving other groups.
Mr. Pennington asked about providing MCCI recruitment materials at the conference. Ms. Stacey said materials would be available at Friday’s registration tables and at the Saturday workshops. Mr. Donovan said that councilors could help recruit at both Friday and Saturday events, but cautioned against recruiting for full districts.
Ms. Withrow distributed a fact sheet about volunteering at the conference, a copy of which is included as part of this record.
Mr. Russell asked about the Town Hall event. Ms. Withrow responded that local news station KGW was organizing the event as a promotion and there was an upcoming meeting to determine more information.
Mr. Donovan reminded members to encourage people to apply for scholarships.
Public Comment
Bob Pung announced that the City Club of Portland had published a book on the state of affordable housing in the tri-county area. He said that the June 2002 MCCI meeting would be his last.
Mr. Milliken said he was interested in learning about the work done by MCCI.
Auditor Liaison Report
Ms. Six said that there was nothing new to report.
Council Liaison Report
Councilor Burkholder spoke to the conference scholarships and said that all councilors had responded to the challenge to contribute. He spoke to the Council Liaison Report. He distributed Metro Council Resolution No. 02-3163 submitting a ballot measure to voters, a copy of which is included as part of this record. He said the measure was an answer to a political challenge. Mr. Pung asked what recourse Metro would have if the first measure were to pass. Councilor Burkholder said there were questions as to whether the first measure complied with state law.
Chair Ganoe spoke to a memorandum MCCI Chair Ted Kyle had written in support of the measure submission process, a copy of which is included as part of this record.
Mr. Pennington asked how the measures transcended local politics. Councilor Burkholder said the measure was a way to achieve the same goals but avoid legal problems. Mr. Donovan said that Mr. Pennington’s question was politically based, and that Metro’s answer could only outline proposals and not take positions.
Mr. Andreen spoke to Exhibit A, Section 1, Section C of the resolution and said it did not prevent local jurisdictions from making piecemeal amendments. Councilor Burkholder said Metro addressed UGB expansion in two ways: a minor amendment process for areas under 20 acres through locational adjustments, and periodic review for anything else.
There was some discussion about educating the public about the measures and Metro’s functions.
PIPG Review Committee Update
Mr. Donovan said the Public Involvement Planning Guide (PIPG) Review Committee, consisting of Metro staff and MCCI members, had met a week and a half ago with the goal of completing their work by May 1, 2002.
Staff Report
Ms. Stacey handed out various articles submitted by MCCI members, copies of which are included as part of this record. She handed out a Northwest Native Plants Newsletter, a copy of which is included as part of this record.
Mr. Russell asked Councilor Burkholder if there was a way to make map information more accessible to citizens.
Subcommittee Reports
Chair Ganoe said the Parks subcommittee discussed the 1% excise tax per ton of solid waste. Subcommittee members said that it should be used in an overall public involvement scheme with an eye towards the Green Ribbon Committee recommendations. Ms. Roth read aloud the timeline for the excise tax provided at the Parks subcommittee. She said the hike had been approved but never been used, and this proposal was to authorize the hike. Mr. Donovan said that after Metro’s restructure there would no longer be an Executive Office to propose such a move outside of the Council. Councilor Burkholder said there would be hearing in both Natural Resources and Solid Waste, and that the proposal would be part of the budget process.
Mr. Andreen announced that Mark Turpel, Long-Range Planning Manager, had presented information on the Tualatin Basin Approach to the Growth Management subcommittee. He said similar procedures were going on with the Clackamas and Willamette watersheds in that Metro would be working with local governments and natural resource organizations. He said an updated Goal 5 Public Involvement Plan (PIP) should be available in March and that the subcommittee had asked for the PIP to be prepared as outlined in the PIPG.
Mr. Pennington reported that the REM subcommittee had received a PIP on Metro’s reaching the underserved population. He said the subcommittee had asked for a methodology to determine the underserved population rather than forming a hypothesis.
Mr. Russell announced that the Transportation subcommittee had discussed outreach efforts and the draft PIP for the Foster/Powell corridor and outreach efforts for the South Corridor Study.
Round Table
Mr. Andreen said he had been appointed to the planning commission for Clackamas County.
Ms. Henton said that the City of Gresham was paying for her and others to attend the March conference.
Mr. Kimball said his term on the homeowner board for his condominium unit had expired but he had just picked up a position on Washington County’s budget committee.
Mr. Pung strongly recommended finding ways to better involve citizen involvement committees with MCCI.
Mr. Pennington said he had attended the Wilsonville CCI and learned that a new development in the old Burns Brothers lot would include two big box stores.
Ms. Roth said her Complete Communities Environmental Quality working group had come up with environmental recommendations and a tree-planting goal.
Mr. Sherwood said that he was now living in the “Alberta Arts” District, which was a tribute to the urban growth boundary.
Mr. Russell said he had been forwarding a number of planning articles to MCCI Staff, including some stories about England. He said the national government there had passed edicts, resulting in one district requiring that 2/3 of all new development be affordable housing. He said he was concerned with the region’s capital improvement program (CIP) and that his big question was whether they were growth-inducement projects or 2040-related. He said he was concerned about the North American Free Trade Agreement (NAFTA) claims regarding planning. Mr. Roth said that the League of Women Voters website was hosting an article trade.
Ms. Tucker said she and her husband were creating a SIM-Metro program to help people understand Metro issues, and would like to demonstrate the program to MCCI in a year.
Mr. Ganoe said he had started giving a Metro update report at monthly Citizen Participation Organization (CPO) meetings.
Mr. Milliken said he was encouraged by the level of discussion in MCCI.
