1.  INTRODUCTIONS

Chair Michael Jordan, Clackamas County Commission, called the meeting to order at 5:04 p.m. Those present introduced themselves. Chair Jordan thanked Larry Cooper, Multnomah County Special Districts, for chairing the last MPAC meeting. He welcomed the latest members of MPAC: Mike McFarland, Clackamas County Citizen Alternate, and Mayor Jim Griffith, City of Tigard.

2.  ANNOUNCEMENTS

Andy Cotugno, Planning Director, mentioned a draft letter from Presiding Officer Carl Hosticka to Commissioner Ed Barns of the I-5 Partnership Task Force, regarding the task force’s draft recommendations. A copy of the letter is included in the meeting record. He noted a memo from the Metro/Hood River Community Solutions Team (CST) to Chair Jordan, and attached proposed work plan for the Metro/Hood River CST, which identifies actions Metro and the state can take to promote the development of centers. A copy of the memo and work plan is included in the meeting record. He noted that Metro received a grant from the Department of Land Conservation and Development (DLCD) about three months ago to help define a centers strategy.

Mr. Cotugno announced that the Demand Forecast Subcommittee will hold its first meeting on May 7; a roster of subcommittee members is included in meeting packet and meetings are open to the public. The remaining four MPAC subcommittees will meet tonight: Jobs, Subregional, Parks and Housing. Subregional Subcommittee will look at the draft subregional analysis rule and decide whether MPAC should comment.

Meg Fernekees, DLCD said her agency has selected a number of communities with which to work on centers: Milwaukie, Hillsboro, Estacada, Hood River and the North Macadam area of Portland.

Chair Jordan noted that the updated MPAC roster lists the City of Hillsboro as the largest city in Washington County, followed by the City of Beaverton. He clarified that the City of Beaverton is still the largest city in Washington county. A copy of the certified population estimates for Oregon cities and counties is included in the meeting record.

Mayor Judie Hammerstad, City of Lake Oswego, gave an update on her husband, who was severely injured in a skiing accident on March 25. He is now at home and expects a full recovery.

4.  CONSENT AGENDA

Meeting Minutes: March 13, and March 27, 2002

Motion:

Mayor Vera Katz, City of Portland, with a second from Commissioner Lisa Naito, Multnomah County Commission, moved to approve the consent agenda.

 

Vote:

The motion passed. Commissioner Doug Neeley, City of Oregon City, abstained.

 

5.  COUNCIL UPDATE

Councilor Susan McLain said Presiding Officer Hosticka was unable to attend MPAC, as he was in Clackamas County meeting with the Oregon Department of Transportation. She said the Council is holding council meetings in the community during the next two months, and will meet at Pacific University in Forest Grove tomorrow. Council will meet in Gresham on May 2, and Lake Oswego on May 23. The Council is working on the economic, social, energy and environmental (ESEE) analysis and on plans to form an ongoing technical and economic committee and an expert economic panel.

6.  WESTSIDE ECONOMIC ALLIANCE PRESENTATION

Mr. Cotugno introduced Betty Atteberry, Westside Economic Alliance, and Joe Cortright, Impresa Consulting. He said the Westside Economic Alliance study connects to MPAC’s work on jobs, industrial lands study, and to work currently underway in Gresham and Clackamas County.

Ms. Atteberry introduced the presentation. Based on a meeting between Washington County business leaders and elected officials in September 2000, the Westside Economic Alliance decided to retain consultants to study the economy on the westside and look its history, its current state and its future. The study results were presented at a summit last week.

Mr. Cortright reviewed the Westside Economic Summit Project Report. Presentation notes are included in the meeting record, and the study highlights are included in the meeting packet. He noted that final recommendations will be published in June.

7.  REVIEW OF MTIP ALLOCATION CRITERIA

Mr. Cotugno introduced Ted Leybold, Senior Transportation Planner. He said the Joint Policy Advisory Committee on Transportation (JPACT) is reexamining at the allocation criteria for the regional flexible funds element of the Metropolitan Transportation Improvement Program (MTIP). The goal is to determine if the current criteria results in funding of the right projects, or if the land use aspects of transportation projects should be further emphasized. He asked how or if MPAC wished to weigh in on the discussion.

Mr. Leybold reviewed the MTIP allocation criteria refinement process. A questionnaire will be given to a number of stakeholders. A copy of the questionnaire and the stakeholder list is included in the meeting record. Once staff has summarized the findings from the questionnaire, a policy report will be written and presented to JPACT and the Metro Council, sometime between July and September 2002. After receiving policy direction from JPACT and the Council, staff will update the allocation process and the technical ranking criteria.

Mr. Cotugno noted that Attachment 3 of the questionnaire shows the current criteria. Should this criteria be changed? Page 6 lists potential new categories: green streets, culvert repair, urban growth boundary (UGB) expansion areas, and regional corridors and 2040 center plan implementation.

Mayor Hammerstad recommended amending the program objectives to state “further develop the rail transit system” rather then “further develop the light rail system.” The committee agreed. She would like to shift the MTIP allocation focus to advance planning on how to best move people from home to jobs through a workable transportation system, before the grab for money begins.

John Hartsock, Clackamas County Special Districts, expressed concern the MTIP allocation criteria will be set in September, before the Council has decided where to expand the UGB. If a UGB expansion area needs significant transportation, the region will miss a full two-year MTIP cycle it can begin the lengthy process of improving transportation infrastructure. He recommended that this year, Metro consider how to tie MTIP funding and the UGB expansion closer together.

Mark Knudsen, Washington County Special Districts, recommended giving the questionnaire to park planners and developers.

Mr. Cotugno said he would present the questionnaire to the Greenspaces Technical Advisory Committee, which is composed of park planners.

Jim Zehren, Multnomah County Citizen Representative, said he appreciated the opportunity to review the MTIP allocation criteria. He noted that 2040 land use objectives account for 40 points out of 100, and questioned whether a 40/60 split is the correct balance between land use and transportation. If the region is trying to make 2040 work, land use objectives should receive a higher percentage of points.

Mr. Cotugno noted that 2040 land use objectives were added to the MTIP criteria three cycles ago. The questions for MPAC, JPACT and the Council to address are 1) whether the current split is correct, and 2) how 2040 should be emphasized in the criteria.

Mayor Katz said MPAC has just heard about economic development. The question is, what do the region’s elected officials need to do visa vi rail or corridors or other options, regarding economic development. She noted that MPAC may have a different perspective than JPACT.

Mr. Zehren said he would like MPAC to receive the results of the questionnaire.

Chair Jordan summarized that MPAC is interested in weighing in on the MTIP allocation process. The committee agreed. MPAC will work out the details of how to best inform and improve the process.

He announced room assignments for subcommittee meetings. There being no further business, Chair Jordan adjourned the meeting at 6:08 p.m.
