MINUTES OF THE METRO COUNCIL INFORMAL MEETING

Councilors Present: David Bragdon (Council President), Susan McLain, Brian Newman, Carl Hosticka, Rod Park, Rex Burkholder

Council President Bragdon convened the Metro Council Informal Budget Meeting at 3:35 p.m.
1. BRIEFING - DEPARTMENTAL ISSUES AND PRIORITIES FOR FY 03-04
Tony Vecchio and Patty Mueggler presented Budget Trends for the Oregon Zoo. Mark Williams said he noticed a theme on the budget issue throughout the different departments – they are not charging full cost for services rendered. Tony Vecchio said that they expect to be $50,000 in the black at the end of the year.
Sheryl Manning and Bryant Enge presented Budget Trends for MERC. Bryant Enge said that they would have a balanced budget at the end of year with a minimum fund balance for all three facilities. He elaborated on MERC’s budget. Maintenance of the facilities was also discussed as an important part of the budget. Ms. Manning concluded the presentation saying MERC was working very hard to maintain their facilities and earn their revenue. Ms. Manning and Mr. Enge responded to councilor questions.
2. CITIZEN COMMUNICATION.
There was none.
3. COUNCILOR COMMUNICATION.
Councilor McLain expressed concern about the Orange Alert and Metro’s role, and Mr. Williams responded. President Bragdon asked for a volunteer for the DEQ hearing on air quality conformity at 1 o’clock in Salem on Monday. He said Mr. Cooper was getting the information. Councilor Burkholder asked about making amendments to legislation at the March 20th Council meeting. Councilor Newman said that they would be unveiling new recycling billboards at 10 a.m. Thursday, March 20. He invited the other councilors to attend with him.
There being no further business to come before the Metro Council, Council President Bragdon adjourned the meeting at 5:08 p.m.
