Councilors Rex Burkholder, Robert Liberty and Rod Park voted no. PLEASE NOTE: A version "A" of this resolution was never drafted. Initially there was 10-4156, and after a motion to separate (which passed) the Clackamas County resolution (10-4161) passed, but the Washington County resolution failed. Carl Hosticka motioned to reconsider, a number of changes were made to 10-4156, including removal of Clackamas County, and finally the resolution (as a B version) was adopted. Dick Benner (Office of Metro Attorney) and Council President David Bragdon made the decision it was a B version, thus no A version was ever drafted. In addition to other changes, Dick Benner and David Bragdonfelt there had been two large pieces to the revision process, which necessitated a B version rather than an A version.
