HISTORICAL NOTE: The Metropolitan Citizens League (MCL) was founded by concerned individuals who wanted to study and review regional issues relating to Multnomah, Clackamas, and Washington Counties and to provide feedback to those agencies. The MCL was a dues-paying organization with a membership that focused its attention on metropolitan issues such as libraries, parks, public safety, and solid waste management. Originally called the Tri-County Citizens League (1979-1980), the organization was renamed the Metropolitan Citizens League by the time its first organizational meeting was held on November 20, 1980.
