NOTE TO FILE: This paper provides a process for defining and clarifying the regional role in the Portland metropolitan area. It acknowledges that each level of government has exclusive or shared responsibility for providing a variety of public services. However, the sorting of functions has been an ongoing source of anxiety. The issue of proper local and regional roles has been in dispute since the first regional councils were formed. The question of proper local and regional roles was especially timely, with the consolidation of CRAG and the MSD, creating a new governmental structure at the regional level.
