GROWTH MANAGEMENT COMMITTEE REPORT

 

CONSIDERATION OF ORDINANCE NO. 98-781A, FOR THE PURPOSE OF AMENDING THE METRO URBAN GROWTH BOUNDARY AND THE 2040 GROWTH CONCEPT MAP IN ORDINANCE 95-625A IN THE PLEASANT VALLEY AREA OF CLACKAMAS COUNTY.

Committee Action: At its November 3, 1998 meeting, the Growth Management Committee voted 3-0 to recommend Council adoption of Ordinance No. 98-781A. Voting in favor: Councilors Monroe, Morissette and Kvistad.

Council Issues/Discussion: Ordinance 98-781A incorporates urban reserve areas 4 and 5. The combined sites incorporate approximately 1,505 acres which would yield approximately 6,858 dwelling units and 3,008 jobs, based on Metro’s productivity analysis. The sites are inside the Metro boundary and are both tier 1 sites.

 

Councilor Morissette moved to amend urban reserve area 4 and/or #5 to include the Happy Valley Mobile Home Park and some additional land, at the request of the (state) Departments of Land Conservation and Development (DLCD) and Environmental Quality (DEQ). Jim Sitzman of DLCD testified as to the merits of the request, which relate to an inadequate and deteriorating sewer system for the mobile home park, which impacts Mitchell and Johnson creeks. Mr. Sitzman submitted some material, and indicated more would be forthcoming. The amendment was successful.
