GROWTH MANAGEMENT COMMITTEE REPORT

 

CONSIDERATION OF ORDINANCE NO. 98-782, FOR THE PURPOSE OF AMENDING METRO URBAN GROWTH BOUNDARY AND 2040 GROWTH CONCEPT MAP IN ORDINANCE 95-625A IN THE STAFFORD AREA OF CLACKAMAS COUNTY.

Committee Action: At its November 3, 1998 meeting, the Growth Management Committee voted 2-1 to forward Ordinance No. 98-782 to Council with no recommendation. Voting in favor: Councilors Monroe and Kvistad. Voting no was Councilor Morissette.

Council Issues/Discussion: Ordinance No. 98-782 includes urban reserve sites 31, 32, 33 and 34 in the Stafford area. These sites contain approximately 756 acres which can accommodate 1,902 dwelling units and 1,859 jobs according to Metro’s productivity analysis. A Rosemont Village Plan has been submitted which covers sites 31, 32 and part of 33. In addition there are two small tier 1 sites in urban reserve areas 33 and 34.

 

Councilor Monroe moved this ordinance and acknowledged that the governance issue for this area was still to be resolved. There was committee discussion as to whether the committee would be moving forward all sites, or would only send to council enough sites to meet the HB 2709 first year need of approximately 16,000 dwelling units.

 

Councilor Kvistad said he felt that the Stafford area should be brought in because it helped create a good urban form and that many parties were putting forth a good effort to resolve the governance issue. Councilor Morissette felt that the governance issue really reflected local desires and local control. He hoped it could be resolved, but felt it would be more appropriate for the Council to consider next year.
