The accompanying map shows the dam in a slightly different location, farther into Bybee Lake. The Port of Portland wanted to raise the dam higher and add a larger culvert. The dam location is consistent with the 1996 aerial in the "Photo_history" collection in S&B science files on the M drive. This provides additional documentation of various dams appearing and disappearing over the 20th century.

The draft report is annotated in Dennis O'Neil's (black) and Jim Morgan's (red) handwriting. The North Slough was stagnant, had poor water quality and there was a barge stuck in it. This was one of Metro's first efforts to look at opening the S&B system.

This plan added a 60-inch through dam, fixed the high-flow weir at 10.4 ft NGVD29, and low-flow weir at 5.5 ft NGVD29. The gate on the North Slough side did not allow water to enter the wetlands. Hand drawings of the design are by Oakley.

This is Jim Morgan's work via the Clean Lakes grant from the DEQ summarizing diagnostic work done in early 1990s and adding water quality sampling for 1992 and 1993 and a fish survey done in 1992. Feasibility studies included evaluation of flow-through from Columbia River to Smith Lake and water quality impacts to the wetlands and North Slough if they were reconnected. Recommendations included: new water control structure to open wetlands to North Slough while allowing retention of water as needed; develop a way to augment flow into the wetlands; remove sunken barge in North Slough; and develop a water management and monitoring plan.
