Metro, as the region's designated Metropolitan Planning Organization or MPO, has the primary responsibility for transportation planning in the region. These regulations require that principal elected officials of general purpose local governments be represented on the MPO to the extent agreed to among the units of local government and the governor. The Joint Policy on Transportation (JPACT) was created to fulfill this requirement.
